About WE BUILD
The WE BUILD Consortium is a large-scale, European collaboration consisting of public authorities, private companies, academic institutions, and technology providers. Together, they aim to design, implement, and test a trusted digital business identity ecosystem based on the European Digital Identity Wallet (EUDIW) framework. In line with the European Commission’s vision for digital sovereignty, competitiveness, and administrative simplification — and supporting both the revised eIDAS Regulation and the proposed Business Wallet Regulation — WE BUILD turns digital identity into a practical enabler of simpler, faster, and more secure business and payment processes across Europe.

From Digital Identity to Real Business Value
Digital identity is a cornerstone of Europe’s digital transformation. Its real value emerges when it is embedded into everyday business operations and cross-border services. WE BUILD is strongly use-case driven, focusing on how digital identity can replace paper-based processes, reduce compliance costs, and enable trusted digital interactions between business, public authorities, and financial institutions.
The project pilots 13 high-impact use cases across business and payments, covering both EUDI Wallets and EBW. These use cases demonstrate how the wallets and their ecosystem support real-life transactions at scale.
Building the Technical Foundations for Scale
Alongside the use cases and use case pilots, WE BUILD delivers near-production technical capabilities aligned with the EUDI Architecture Reference Framework. These include interoperable wallets for natural persons and economic operators, trust services, semantic data models, and automated interoperability testing. A key focus is the issuance, use and verification of EBW-OID (European Business Wallet – Organisation Identification Data) credentials, enabling trusted identification of economic operators across borders. These foundations are designed to support future large-scale rollout under the European Digital Identity and Business Wallet frameworks.

WE BUILD brings together a balanced consortium of Member States, public administrations, SMEs, large European enterprises, global technology providers, and trusted service providers. Many partners build on experience from previous Large-Scale Pilots, complemented by new organisations contributing operational, legal and technical expertise. This diversity ensures that policy objectives, technical standards and market needs are addressed in an integrated manner, strengthening the overall European digital identity ecosystem. WE BUILD kicked off through an amazing General Assembly in Amsterdam. Since then, already 7 deliverables have been completed, and 5 milestones have been achieved.

In the WE BUILD Consortium 30 countries are represented. Over 200 organizations are involved, including 10 National Business Registers, Tax Authorities, Banks & Financial Institutions, Wallet Providers & QTSPs, Technology Companies & SMEs and Academic & Research Institutions. This structure enables cross-sectoral and cross-border collaboration, ensuring that both the technical infrastructure and policy alignment are addressed cohesively and inclusively. The project is divided into six main Work Packages, each with a specific focus.
