WE BUILD Consortium to hold 2026 General Assembly in Bucharest, hosted by Visa and Banca Transilvania

22 July 2026

PRESS ANNOUNCEMENT

BUCHAREST, Romania– The WE BUILD Consortium, a large-scale European collaboration advancing the EU Digital Identity Wallet (EUDIW) and European Business Wallet (EBW) for business use, today announced its 2026 General Assembly will take place in Bucharest, Romania, hosted by Visa and Banca Transilvania. The gathering will bring together 450 representatives from the consortium's more than 200 participating organizations across 28 countries, to review and celebrate progress on their 13 use cases in the domains of business, supply chain and payments.

WE BUILD is a Large Scale Pilot, co-funded by the European Union, that unites public authorities, private companies, academic institutions, and technology providers to test drive EUDIW and EBW in a wide range of use cases, before their roll-out to Member States. The wallets aim to significantly reduce time and resources spent on administrative operations, and increase overall cross-border business interoperability in the European single market. The WE BUILD use cases range from opening a foreign bank account and e-invoicing, to representatives acting on behalf of a company and optimizing KYC (Know Your Customer) processes. All by logging into a digital identity wallet and securely sharing the required and verified data on identity, ownership and compliance.

The 2026 General Assembly, which will take place on November 3 and 4, is a milestone event for this use-case driven consortium. Sessions will focus on evaluating results from ongoing pilot activities and setting the stage for the next phase of the wallet implementation.

“Visa and Banca Transilvania are pleased to welcome the WE BUILD Consortium to Romania for ‘WE BUILD for the Future’, a gathering that reflects the importance of collaboration in shaping Europe’s digital identity and payments ecosystem. As digital trust becomes a foundation for economic growth, financial inclusion and seamless cross-border services, we believe Romania can play an important role in advancing secure, interoperable and user-centric digital solutions for the future.”

Elena Ungureanu, Country Manager at Visa in Romania & Oana Ilas, Deputy CEO - Head of Retail Banking, Banca Transilvania

“We are honoured that Visa and Banca Transilvania are welcoming the consortium to Bucharest for this milestone. WE BUILD shows what Europe can achieve when public authorities and private companies build together: as a Large Scale Pilot, we test the rules in practice and bring real implementation experience back to the European Commission. Bringing more than 200 organisations around 13 use cases across business, supply chain and payments is how we move the EUDI Wallet and the European Business Wallet from specifications to solutions that work for real businesses, turning European digital identity into a practical driver of competitiveness, interoperability and digital sovereignty across Europe.”

The WE BUILD coordinators: Joost Fleuren (KVK), Rob Brand (Dutch Ministry of Economic Affairs) and Giulio Messori (Department for Digital Transformation, Italian Presidency of the Council of Ministers)

In line with the European Commission’s vision for digital sovereignty, competitiveness, and administrative simplification, and supporting both the revised eIDAS Regulation and the proposed Business Wallet Regulation, WE BUILD turns digital identity into a practical enabler of simpler, faster, and more secure business- and payment processes across Europe. The upcoming General Assembly, hosted by Visa and Banca Transilvania in Romania, is yet another step towards that shared goal.
