Issuing Micro-Credentials and Verified Skills

Micro-credentials and verified skills enable individuals to develop and demonstrate specific skills and competences through digital certificates linked to short-term learning, training or practical experience. This is a critical enabler of lifelong learning, workforce mobility, and skills transparency across Europe.

Today, however, the verification and recognition of skills remains limited due to the lack of common standards for quality, recognition, and portability, reducing their comparability and limiting their comparability and portability across institutions, employers, and borders. It creates uncertainty for both employers and individuals.

EU Digital Identity Wallets (EUDIW) and EU Business Wallets (EBW) have the potential to transform the European labour market.


Turning formal education, on-the-job learning, and work performance into digital attestations and sharing them through wallets, makes it easier for individuals to move between jobs or studies, while reducing manual verification effort for HR departments, universities, and public employment services. They can support flexible and high-quality learning pathways, and foster inclusiveness and equal opportunities in the transition to a green and digital economy across all Member States.

For example
A student wants to use a micro-credential to apply for a course at a university abroad. Instead of submitting paper certificates and transcripts, the student logs into their EU Digital Identity Wallet and requests the micro-credential from University A. The university authenticates the request and issues the micro-credential directly to the wallet. The student can then access the course application service at University B and send a digital presentation of the micro-credential. The university checks the credential and provides feedback to the student, making the application process faster, easier, and almost entirely digital across the EU.
